Still the idea of simulating servers is best thing that came into my mind and as Kunovega stated - it's way more complicated than just turning the local server on your machine. It's cool but achievements is not what I need actually, would be a neat bonus but still availability of creating/playing contracts in Absolution is thing that I need. If that was possible this should be possible too, especially if it works on the 360. Someone made a program that emulated that server so you could get the achievement.
